A National Protocol for Homeless Encampments in Canada (source of quoted below)
"Canadian governments must ensure, at a minimum, that basic adequacy standards are ensured in homeless encampments while adequate housing options are negotiated and secured.
Governments’ compliance with international human rights law requires:
-  access to safe and clean drinking water,
-  access to hygiene and sanitation facilities,
-  resources and support to ensure fire safety,
-  waste management systems,
- social supports and services, and guarantee of personal safety of residents,
-  facilities and resources that support food safety,
-  resources to support harm reduction, and
-  rodent and pest prevention."

Whatever #politics, budgetaries or redtape may be holding up immediate provision of necessary full support on water supply to those on city streets frankly needs to be self managed and determined/sorted later.

With nowhere to go due to lack of adequate shelter spaces, unaffordable rents and necessary social supports, people who are homeless form their own communities. They provide one another with what they need – support and safety – attempting to live with some form of dignity within a system and society that has failed them.
