The purpose of this map is to provide a snapshot of how municipalities are regulating encampments across Ontario. You can use the different filters to explore which municipalities have protocols, bylaws, and policies regulating encampments within Ontario. This map was created from data as collected during a policy scan conducted from June to October 2024 and does not necessarily reflect more recent changes.

With/Without Encampment Protocols: Encampment protocols, which we define as any public text produced by a municipal government that provides guidance on how municipal actors should engage with encampments, including but not limited to the interpretation of bylaws.

Ontario's Municipal Act, 2001 defines a lower-tier municipality as "a municipality that forms part of an upper-tier municipality for municipal purposes".

[6] Ontario has 241 lower-tier municipalities comprising 19 cities, 41 municipalities, 61 towns, 114 townships and 6 villages.

[8] Within regions, they are responsible for providing certain local services that are not provided by the regional municipality.
