In case there's any lack of clarity: sanctioning encampments should NEVER be viewed as a solution for homelessness. Brick and mortar and supportive housing need be prioritized.
Hard to not logic sanctioning to be a deeply needed mitigation tool.
We cant keep hurting each other.
